Mastering the tendering process and processing contracts for sustainable municipal solid waste management was the focus of the sub-regional workshop organized in Beirut on 22-23 March 2012 within the framework of the Horizon 2020 CB/MEP project. It was organised by the Association of Cities and Regions for Recycling and Sustainable Resource Management (ACR+).
Mastering the tendering process and processing contracts for sustainable municipal solid waste management was the focus of the sub-regional workshop organized in Beirut on 22-23 March 2012 within the framework of the Horizon 2020 CB/MEP project. It was organised by the Association of Cities and Regions for Recycling and Sustainable Resource Management (ACR+).
To address the request by partner countries to enhance their national capacities on the matter at hand, the workshop was designed to improve the on-the-job performance of officials from ministries, agencies, regional and local authorities already involved or with the potential to become involved in tenders and contracts in the future. More than 20 officials attended the workshop, coming from Lebanon, Egypt, Jordan, Turkey and the occupied Palestinian territory to acquire knowhow and share their experiences.
The course followed a holistic approach in dealing with the complexity of the subject. It focused on the preparatory, implementation and assessment phases of tendering processes for waste management services as well as in drafting waste service contracts with the involvement of the private sector and the selection of contractors. The course also provided guiding tools to assist the participants in every step of the way. Finally, the importance of monitoring for transparency and accountability and the roles and responsibilities of stakeholders in this process were also explored.
To maximize the benefits of the workshop, a pre and post course assignment was applied. Throughout the workshop various instructional methods were put to use including lectures, plenary discussions, practical individual and group exercises, a video display and case studies.
At the end of the course the participants acknowledged that the workshop had improved significantly their understanding on the subject and felt they could confidently address such issues in the future. They stressed the need, however, for more case studies and practical examples.
